Cannot generate any seed in SO Moonlet cluster with Critter Flux-O-Matic

I tried multiple seed on all moonlet in SO.

Issue is found in build 522820 and 523451

Steps to Reproduce

Create a new game select a moonlet cluster have Critter Flux-O-Matic enable.
