Right now, I'm not able to make any shipping buildings, I've got the materials, and they have been delivered to the buildings to be constructed.
I also have a fully trained senior architect, and his priorities are set to ONLY construct.

The site is also easily reachable for him. However, he prefers to idle instead of actually building these things. Sub Priority has also been set to 9

The shipping buildings require a mechatronics engineer, and tinkering+building jobs active. Is your architect in the mechatronics engineer job? It may not be immediately obvious from the build menu, but if you mouseover the pending building, it says 'specialist operated building'. This means only that job may build that building.

 

I admit it's not very intuitive. That UI needs a bit of work, perhaps a flag on the build menu saying 'requires mechatronics engineer to construct'.
