Problem fixed

Do you know how you fixed it? Been trying to find a solution for i think the same problem

 

I also had this problem, and by pressing shift as I started the game from steam and then chosing windowed mode when chosing display options it fixed it for me. I also looked at this post which helped (although i didn't quite understand everything): https://steamcommunity.com/discussions/forum/1/1480982971174752598/

Managed to solve, so updated

Turn off riva tuner, if that doesn't work turn on legacy components
