You have a single automation wire connected to both the input and output for the NOT gate. That's causing it to flip back and forth on every tick of the simulation.

For the device to work you need to have one wire going into the input and a separate attached to the output. You can do that easily with the scissors tool.

That's correct, you need to remove this wire.
