Too many pig repairman around

7 repairers on the screen and more at the town. This happened after bat attack at night. Is that normal?

Steps to Reproduce
Guards with torch started fire while fighting the bats. After that two dozen repairman spawned. Now they are sleeping on the ground because they dont have home.

it must be linked to the burning of houses, i can only assume a repairman pig would spawn from a house to try to repair the destroyed home, but then not have a place to stay and then sleep on the ground.
