Considering how walking cane can cleave the air, I 'd rather suggest no speed increase if you are paddling...

I'm pretty damn sure that's intentional, any speed increases work on the boat as well. Including the shark hat thing, WX overcharge and coffee.

Just think of the walking cane as a magical item (even though it's not) instead of a normal walking cane. Magic makes all things make sense.
