In a pure RoG or vanilla world, birds don't drop seeds in winter, and snowbirds only appear during the winter so they should never drop seeds. However, with Shipwrecked or Hamlet compatibility turned on (I checked both to make sure it wasn't just Hamlet compatibility) all RoG birds drop seeds all year round. This also happens in Adventure Mode worlds that have winter; the first screenshot was taken in King of Winter with Hamlet compatibility on.
1. Select RoG when you start a new game.
2. Enable compatibility for either of the other DLCs.
3. Set the starting season to winter. Or, alternately, wait around until winter starts on its own, or find Maxwell's Door and keep trying until you get King of Winter or The Game is Afoot.
4. Stand around until you see a bird drop some seeds even though it's winter and they aren't supposed to do that.
