Willow's perk doesn't work on Deck Illuminators

Willow's perk of extra 50% efficiency when fueling a fire doesn't work when lightning the Deck illuminator.

When lighting a Firepit with a log it fuels it to 25%, and if it's by Willow it will fuel to 37-38%. However lighting a Deck illuminator with a log it only fuels it to 12% due to it's half fuel penalty, and this doesn't change even if it's fueled by Willow.

Steps to Reproduce

-Play as Willow

-Craft Mast and upgrade it with the Deck illuminator

-Fuel the Deck illuminator with a Log
