Merms Are Neutral to Players, Even Without Merm Mask

I believe this is normal Merm behavior, and intentional. Prior to Wurt's release, Merms were only hostile to players if a) they were homeless, or b) the player approached too close to their home. A player encountering a Merm wandering naturally, but keeping a respectful neighborly distance from the Merm's Rundown House, should not draw aggro.

Do the Merms continue to act neutrally under either of the above conditions?

I'm giving the Merm a big ol' kiss (rubbing up against them) and they don't do anything to me. Same case for homeless Merms. No godmode or anything.

Oh wow, yeah they definitely should not tolerate you being that close to the house.
