As of the Wanda update, spawning a shadow clone of Maxwell does not cost resources. For example, as long as he has 2 nightmare fuel and an axe in his inventory, he can make as many as his sanity permits.

Acquire materials for 1 clone
Make 4 clones and keep the resources
