If the King of the Merms has taken enough starvation damage, he will spawn his guards after being fed or traded with. The guards will not target the player (assuming they're Wurt). I'm not sure what they target exactly, but they've went after Chester every time he was nearby, and if he isn't they kind of just wander around.
A related bug that will probably be irrelevant when this one is fixed: Merm guards spawned by the King of the Merms don't have a limit on how far they can wander from their King.

Let the King of the Merms take a lot of damage (from starvation). Feed him or offer him fish.
