He doesn't say anything while starving. He'll stay completely silent until he dies. He even has a line for starving, which doesn't get used due to the speech mechanics. I think this is enough of an oversight/problem to be considered a bug to report.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
