do you have the settings "auto subscribe downloads" on? If so then turn it off if you don't want to download mods when joining a server.

This option was never enabled on my side, so it does come from there

It is enabled as a default for some reason (the auto subscribe downloads)

Search for "force download" in the workshop and you'll find three of this type of mods

And there's probably much more that don't say it force client to download something
