Since Winter's feast 2019 has started I frequently see gingerpigs in a world with events set to "none" and even houses can be found.
What's more is the holiday cheer they give when hammered cant even be used in this world (unless the debug console is used) since the Winter's feast recipes are locked away.
Steps to Reproduce
Set Events to "none" on the world customization screen, start a world and play for long enough
