Fire Pump can not be operated while smoldering

The Fire Pump can not be operated while smoldering, HOWEVER it can be operated while burning, which makes this a strange inconsistency.image.png.8ff5dbb2bbf6a91d829c5cb95ed8c565.png


I was able to fix this by bumping up the priority of the STARTCHANNELING action to a value of 2. Where I had the ability to extinguish and pump the structure.image.png.80942cdcc78da26ac4234dde55058a1d.png



Steps to Reproduce

1. Try to use a fire pump while it's smoldering
2. Can't
3. break down crying and hope your tears help extinguish the boat
