This bug has been a problem for a vast amount of players, and routinely leaves new users confused on why what they pasted wasn't working. The code has functionality to prevent this, but it's currently not working because KEY_V is not part of validrawkeys, so it never actually gets into the condition.
A rudimentary fix would be to simply add it to validrawkeys, though it might be cleaner to rework the functionality instead.

1. Be on Windows or Linux*.
2. Press Ctrl-V on the console with remote and local execution available.
3. Watch as it both pastes and toggles between remote and local.
* Though Linux users have an alternative in Shift-Insert at least.
