If a non-wendy player is wearing the Polly Rogers hat and another player's Abi decides to stroll by, she will murder Polly.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

I've reported this in the beta branch and received no response. Perhaps Klei deliberately wants Abigail to kill innocent animals.

That's hilarious. I played quite a bit of Wendy recently, but the only unexpected aggro I noticed from Abigail was that she always seems to kill moleworms that popped up near me whenever they attempted to grab something off the ground.
