Walter's Slow-down rounds do not slow Celestial Champion Phase 2 when its spinning.

Walter's slow down rounds seem to have no effect on the Celestial Champion when it is in it's spinning attack.

If this is intended, then I hope it might be changed to allow slow-down rounds to work, as it gives a fun and good use for the rounds.

Steps to Reproduce

1. Play Walter
2. Spawn Celestial Champion phase 2(alterguardian_phase2)
3. Shoot Champion when its spinning
4. Notice that it doesn't slow down.
