WX-78 missing quotes for SCRAP_MONOCLEHAT and SCRAP_CONEHAT

SCRAP_MONOCLEHAT and SCRAP_CONEHAT are not present in the speech_wx78 file

Steps to Reproduce

Go to speech_wx78 file and check under Rifts / Meta QoL update

Go to bugs

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

There are some more quotes missing (in the strings.pot file). This isn't unusual for an early beta. They will add them later, it's just not the highest priority. But usually all quotes will be added before the final release (some strings also could be changed during the beta).
