Make the Achievements screen a popup, rather than the first lobby page?

When waiting in the lobby it feels like players are more idle, not selecting a character, than they used to be and I am wondering if it is because they are looking at the quests/achievement/progress page.

Can we go back to having the character select screen the first page you see when joining the server lobby, then being able to select the achievements screen via some clickable popup text which then overlays the achievements on both the character selection screen and character "ready to start" screen, which would in turn allow us to view our progress while waiting to start and not have to de-select our chosen character to view quests, etc.
