Help with character perks.

What I wanted to do is when the character uses a tool the durability goes down quicker but the work speed is quicker only for chopping trees, breaking rocks and structures.

Help would be appreciated.

There are multiple ways to do this. Some are easy, but dirty. Others are cleaner, but require more work. My suggestion would be to look at the components finiteuses and workable. They should be easy to understand. It isn't a lot of code.
