Deodorizer/Water Sieve manual use toggle

Now that Regolith can be used as alternative to sand, allow we to select what filtration medium are allowed in these building and/or prioritize one over another.

I have this Water Sieve that is served by an Auto-Sweeper with Regolith, however Dupes keep delivering Sand to it even with priority 1.
Two problems.
1) Dupes shouldn't manually delivery to a building if it's already server by a sweeper.
2) We should be able to select what to allow into a building.

Something like the window of the conveyor loader (pic below) would solve both problems, allowing us to choose what to use and with a checkbox to allow manual use. The default should be to allow everything, and with manual use allowed, so people who don't want to mess with this won't have a problem.
