I think it would make a lot of sense to add a similar system to the steam turbine. Like that of the solar panel, it's input can vary much more than that of other generators and it would thus be nice if it would produce less power instead of turning off completely if the input would temporarily become a bit lower. It even already has a bar on it like the solar panel, although with a slightly different purpose. Also, some volcano power plants currently produce more heat than one turbine can use and I imagine if nuclear reactors are added they will also produce more heat than a single turbine can handle; this forces players to build stacks of several turbines. If the turbine's power output would vary, its maximum could be increased to allow players to just use one turbine for those situation while still allowing smaller heat sources to generate power. Of course, one could also argue that this would be bad since it would make the construction of a geothermal/nuclear power plant less challenging.
