Adding Repair Jobs somewhere

I had a power problem since my grid was too big and the wires kept braking. Unfortunately the electric engineer wouldn't repair them. Therefore I'd suggest to add the repair job the the (I think it was) operator job or make it an own job. Another solution would be to always give repair jobs a higher priority. It can be pretty annoying to manually priorize the repair job, especially when the wire is behind another building so you have to give a high prio to the repair and lower the prio of the build again.

Same as sweep job,deconstruct and bunch of other things.. jobs generally need refinement.. klei had lots of time to make a good concep tand implementation, BOO, klei.
