I like the idea but I don't think it should be locked behind a dupe skill, it should just be available to the player as a tool. The Outbreak Upgrade actually added the ability to copy an area and paste it anywhere in debug mode, perhaps blueprints could be implemented similarly.

I like the idea of copying blueprints, many other sim games have done this as well.

Having it locked behind a dupe's skill doesn't make much sense...since you are the one copying & pasting the area, and the dupes job is just to build what you copied, not sit there and lay it out. Would be a nice to add to the research tree though, or possibly just available at the start.
