Many people use priorities lower than 5. In my base, priorities 1, 3, and 4 are used at many places. It's because assigning priority to every single thing scheduled to be done is much more work than assigning correct priorities for automatically generated jobs around the default building priority. For example: priority 1 is the massage table I want my dupes to go to when they're idle. priority 3 are "general" storage boxes that can contain anything that doesn't fit into dedicated storage boxes priority 4 are all plants and storage boxes dedicated to particular material priority 6 are "immediate delivery" storage boxes for bleach stone and slime. Hamster wheels used to be priority 6 too while I was using them. priority 7 are deodorizers as I need them to be filled with sand immediately if they run out priority 8 is storage box for rotten food and polluted dirt, as well as compost priority 9 is reserved for emergencies And when I go to plan any work on extending the base, I do it at default priority 5 and can be sure it will be done on time.
