Valves act as Limiters. I want them to be Repacketers.

They describe themselves as controlling pipe pressure, but they only limit what gets through, just like normal valves. I get it. Makes sense. But I need them to also repacket high numbers of low mass fluid packets into fewer high mass packets. So the valve would "contain" any incoming fluids until it  can release them as the requested packet size.

You're not the first to suggest this. There's a catch - the valve would need to release the packet anyway if something else arrived. And if the pipe was empty for too long, the stored packet might freeze and damage the valve.

But the main question is, what would be the purpose? Am I right that you're trying to save power? There are ways to get around this even without having valves that collect packets.
