default priority setting. select by type, a couple of other things dealing with priority

Please consider the following suggestions.

1. set default priority on all new build and reprioritize actions. possible separate set default priority on decontruct.

2. allow construct/adds tool to reprioritize older actions of the same type. ie. dig on default of 7 will allow to draw new priorities of 7 over previous dig actions

3. select buildings by type and enact an action. ie. select all mealwood plants and harvest.

4, mealwood plants shouldnt have to be reprioritized after last harvest and replant. in fact, things like sweep and mealwood plants should have priorities set via the priorities tool and not be separated out.
