Having Custom Characters Speak to Each Other?

I'm making a mod for a pair of characters that are very close. I'm working from the extended sample character mod, so I''m not quite sure how to add 2 characters in one mod, but I'm sure it's possible.

The more important bit is having custom dialogue strings for one character examining or interacting with the other. I have a feeling this would be doable if both characters were in the same mod, but honestly I have next to no knowledge of how this stuff works.
