My over-world refuses to load

Hello, I tried using a dedicated server via Steam Tools to play around with mods and I ran into two issues.

 

1) My overworld/cave will refuse to load if the other does. I got an error saying SOCKET_PORT_ALREADY_IN_USE. I tried changing the server port number in server.ini config but they ALWAYS default to 10999 in the CMD. I've triple checked and none of the numbers are the same.  Is there a way to work around this? 

2) My mods wont activate. They'll download every time in the command prompt but they wont activate. I have the dedicated_server_mods_setup.lua and the modsoverride.lua in 

C:\SteamLibrary\steamapps\common\Don't Starve Together Dedicated Server\mods

Your server.ini file is missing / it doesn't have all it's required parameters. Here's mine, and check to see what you're missing:

[NETWORK]
server_port = 11000

(you don't need to check the numbers, just if you're missing anything (I'm guessing you don't have is_master, based on what your log said.)
