What is my server pulling configs from?

I am forcing my server to send configs to e:\dstserver\dstserver_config

Everything is loading there normally, and it is taking the cluster token, but it is ignoring settings.ini. I try to change the file, and it is just loading the default server settings. Am I missing something here?

You should use cluster.ini instead. Copy this

[GAMEPLAY]
game_mode = survival
max_players = 7
pvp = false
pause_when_empty = true

[NETWORK]
cluster_name = NOOBCRAFT
cluster_description = A very nice server description
cluster_intention = cooperative
cluster_password = KEEPYOURPASSWORDPRIVATE
tick_rate = 30
autosaver_enabled = true

[MISC]
console_enabled = true

and save it as cluster.ini in your cluster folder, probably E:\dstserver\dstserver_config\Cluster_1. Change the password!

For reference, here are all the cluster.ini and server.ini settings (I assume you don't have caves in your server since there's no caves folder in your attached file, hence why I omitted the [SHARD] section).
