I think the main issue (apart from her fire immunity being nerfed- but let's be honest, it takes a lot of finagling to get much use out of that power anyway) is that her special items are not that useful. Bernie is fine; he's not an amazing item, but he's got uses, he's good for if you're insane when you don't -want- to be, that's fine. Regaining sanity from fire is great and since it sticks w/multiple fires, it's useful. And significant summer resistance with low sanity is great. But the lighter, whilst vaguely relevant now that it can cook things, is still not even worth crafting. Cooking things is useful earlygame before you have a base, but you could just make a campfire anyway, and once a crockpot is made you'll still almost always rather cook up proper food- and in long cave treks there's not much the lighter can cook for you there, either, the most likely situation to be low on food and far from your crock pots. Cave lichen can't be fire-cooked! Lighter has long duration, but such a low light visibility it's difficult to use it and hard to consider a choice apart from just crafting a torch, not to mention lanterns/mining hats. It's okay for making a safe walk through familiar, undangerous territory, but that's about it. (Disclaimer:If a lureplant appeared since you last walked there, it will WRECK YOU before you know what's going on. Using a lighter is nearly being blind.) It's hard to justify using the inventory slot or the materials required to make it once your initial one runs out- if you even use it enough to run it out. BUT, I think the best solution to give Willow a small buff along with making the lighter relevant is making it remain lit when on the ground- like a lantern, aka you can turn it on/off whilst dropped. (A small buff to light radius would be REALLY nice, still less than a torch but enough you aren't blind? But I digress) The lantern (and arguably mining hat) ALREADY DOES THIS, with a very large light radius, and taking a small dip into caves to grab a few bulbs for your lantern isn't dangerous... just a hassle. So, it wouldn't be OP at all, having a small light radius but easier maintainability than the lantern. Suddenly, you can drop your lighter to mine and chop in the dark, or fight if necessary. Some people might even ask Willow to craft -them- a lighter (some; it still isn't exactly amazing, but it'd be alright), making her a team player character like Wigfrid... somewhat. Basically, it'd make her character-specific item actually relevant.
