Dedicated server mod configuration?

What's up guys, i've been hosting my server for a while, and as the time passes the players "WAAANT" more mods and stuff like that. Problem is, some mods exiges a configuration, otherwise they will work some "random" default option.
As the server owner i do not know alot of stuff. And i have plenty of questions, should i start?

1 - How to config the mods that are implemented on the server: Exemple Bigfootbell, it has the following config "Statue, wich means that the blueprint will be dropped when mined" and the "Ruins, wich mean that we can craft it at the pseudonic station" By default it goes to the ruins, or somewhere else (Do not know for sure, we were not able to reach teh ruins at beta caves yet).

2 - I really need to ForceEnableMods or just the "Clients only mods"?

3 -  The ServerModEnabel comand ServerModSetup should be used with "Clients Only mods"? or only with the "ServerOnly"?
