Dedicated hosted modded server experiencing lag

Hello.

 

I'd just like to take to the forums for a bit of advice before I proceed.

 

I'm running a dedicated hosted 12 slot server with a reputable hosting service. I'm running 15 mods with it notably caves above ground and personal islands. Some of our world gen options on beefalo and spiders are set to more, and on a huge world gen.

The server never goes above 15% CPU usage and 10% memory even on 12 players.

 

The server starts lagging when we hit our 7th player online and the connection bar on the host turns red making the game unplayable.

 

I've been assured by said hosting company that this is an issue caused by the mods/or atleast some of them.

 

(You'll have to forgive me, I don't know that much about hosting servers)
But does that sound about right with it being a mod problem? I'm swayed by the low cpu/memory figures provided to believe that this is a mod conflict issue, yet find it unlikely when it's so specifically a problem that occurs with more players.
