Issue Description: Forcibly killing the game while at the world generation screen of another host (while a dedicated server is regenerating, for example) will prevent the person from joining again, being rejected with this

From server log: CloseConnectionWithReason: ID_DST_INCOMING_CONNECTIONS_DISABLED

From client log:

PushNetworkDisconnectEvent With Reason: "ID_DST_INCOMING_CONNECTIONS_DISABLED", reset: true

Steps to Reproduce: Join a game and have the host regenerate the world. A player must then forcibly close the client before world generation is complete. The player will then be unable to join the game until the server is reset.
