trying to install mods but when I get to my downloads folder, windows 8 player wants to open the file, how do I change it to default format? so I can put it in my mods folder and use it, sorry im such a computer noob, mainly a console player, but im hoping to change that, PC is just so much better...

no I do not have a WinRar app installed, and I didn't know I needed one can you recommend a good free one? , and I don't know what format it is still trying to figure that out , its not even showing the right icon, just the windows player icon with the file, I really don't know what im doing, just seen a few cool mods on JaR Dev, I've heard of you on there I believe.

I'm afraid I do not use Windows 8 a lot. But I think it should be able to open archives.

If you right click the file and open the properties, it should mention the file type ("extension"). If it's zip or rar, you probably need to install an app for that, which definitely exists. WinRar is just an example that came to my mind, and I don't know whether windows 8 has that at all.

Hopefully someone else can help you troubleshooting.
