Issue Title: KO'ing a pinned guard within cover alerts a guard
Issue Description: Even though you were in cover, a guard will detect your agent if you try to KO your agent's pinned target.
Steps to Reproduce: 1. Place an agent to a KO'd guard, thereby enter pinning mode.
2. Place a guard, but he should be missing your agent due to cover. Also, he should be in idle/stationary/patrolling status.
3. Try to shock your pinned target with tazer. That stationary guard will raise alarm tracker and immediately enters hunting mode.

But it looks realistic, because of quite suspicious noise and grunt of electrocuted guard =(
