Issue Title: Laser Fence triggered by KO'd guard

Issue Description: An infra-red laser fence that reactivates after being previously EMP'd will have its effect triggered (alarm increase in this case) if there's a KO'd guard underneath it. The fence will also remain there.

I'm assuming this is a bug because living guards usually keep a laser fence deactivated and are certainly not supposed to trigger their effect.

If you need to take a look at the save file it's in the 3rd slot.

Steps to Reproduce: 1. KO'd guard (disabled heart monitor) was dragged onto the (active) laser fence, which which disables the fence.

2. The agent moves off both the agent and the fence.

2. I believe only the fence was EMP'd, not the power source to the fence.

3. The type of fence was the one that raises the alarm.

4. Fence reactivates when EMP wears off, alarm is increased due to "infra red scan", along with the usual +1 from turn over.
