Issue Title: Guard in overwatch turned but didn't shoot
Issue Description: Can't explain why this happened and I can't show the screenshot since I couldn't catch it but Nika was overwatched by both a camera drone and a spec-ops guard and moved clearly within LOS of the guard because he turned and the "agent tracked" pop-up popped up. However he didn't shoot her. She was trapped so she got shot on her next move.

Perhaps it's because She moved to where it should be behind the 180º arc of his vision but I didn't move into cover and the "got away" VO didn't trigger, he just moved and didn't shoot.

Steps to Reproduce: Get overwatched by a spec-ops guard and move?

I think the savegame won't be helpful because I rewound a couple of times and regenned the level. But I'll attach it anyway.
