Issue Title: EMP'd exec terminals disappear from incognita and tac view while rebooting
Issue Description: Sorry for the bug spamming. Missing animation of inactive EMP'd, lootable device.

Steps to Reproduce: Use Tony to EMP an exec terminal and while it's turned off switch to incognita mode.
