Issue Title: EMP locks out incognita on accessed lootable devices
Issue Description: If you use an emp device (or Tony's aug) on a lootable mainframe device i.e. safe, exec terminal etc. (I haven't tested scanning amp or vault things) then ACCESS the device but DON'T take all the stuff that turn--for example if you don't want to become encumbered--that device becomes locked out to incognita from the next turn onwards and can only be hacked by buster chips, emps, and Tony.
Steps to Reproduce: EMP a lootable mainframe device, access the device i.e. come to the loot pop-up window, don't loot everything, let it come back online, watch as Incognita becomes unable to hack the device.
