Issue Title: Secondary mission objective tooltips on downed agents
Issue Description: In the engadget stream they were doing an Executive terminals run and the site plans were on a downed agent dragged to the elevator yet the "you didn't complete the mission objective" tooltip still came up.

Central's dialogue acknowledged that the site plans had indeed been recovered but the tooltip showed up anyway.

Steps to Reproduce: Complete a mission objective with a downed agent in the elevator.
