Issue Title: Crock Pot resource limbo after cancelling construction!

Issue Description: -Patch 2015-02-12

Hosted 2-3 player game, used Mouse and Keyboard.

I was about to build my 2nd Crock Pot, when the pre-placement, phantom Crock Pot never changed to the place-able, yellow color even though it was hovering over an area that was unoccupied.

So I right-clicked to cancel. Then I noticed my Charcoal and Cut Stone was missing. I asked my friend if he took my Charcoal, lol.

So after I gather enough Charcoal and Rocks to build the Crock Pot again, and actually place down my 2nd Crock Pot, this time nothing happens to my current stash of Charcoal and Cut Stone. So I guess the game at least kept track of my resource investment, but kept it in 'limbo deposit' until I had enough to invest in another (3rd) Crock Pot!

Steps to Reproduce:

1. Build 1st Crockpot.

2. Gather resources for 2nd Crock Pot.

3. Before placing down Crock Pot, you may notice no yellow highlight color. Right-click to cancel Crock Pot placement.

4. Notice resources for that Crock Pot are nonetheless deducted from your inventory.

5. Gather resources again to build Crock Pot.

6. Place down 2nd Crock Pot.

7. Notice resources required for Crock Pot this time does not deduct. So it has to be the resources previously held in limbo that were consumed.

@sunzribe, This is something that was originally a bug but became a feature. It's typically called "pre-building". You should see the recipe tile and tab highlighted in blue when you have a structure stored there. Basically, if you cancel placement, it keeps it built, and you just click on it again to resume placement.
