Issue Title: [balance] Beefalo and Frogs do not fight back against Tallbirds.

Issue Description:

Hello,

I hosted a 3-player game with extra Ponds, Beefalo, and Tallbirds, and noticed the following issues:

1. Beefalo do not fight back when they are attacked by Tallbirds. They just get pecked to death, and the Beefalo just takes it.

2. Beefalo sometimes do not fight back when they are attacked by Hounds. They will just ignore the attacking Hound. Usually, this happens in a group of Beefalo, where they just stand there and get bitten to death.

3. When a Tallbird kills a Frog, the local Frogs do not team-up to fight off the Tallbird. I haven't yet seen a Frog actually fight back against an aggressive Tallbird.

Steps to Reproduce: Host a game with extra Ponds, Beefalo, and Tallbirds, and watch how the Beefalo and Frogs never defend themselves against Tallbirds.

I haven't seen it yet, but I am guessing Spiders will also not fight back against Tallbird. Is the logic that short creatures cannot possibly stand up to Tallbirds?

I think I've only seen Pigmen fight back against Tallbirds.
