[bug] I can use Xu's ability on guards with power-based shield but they still have armor

I just used Xu's ability on a guard with a power-based shield (no idea how they are called) expecting that I cab O.K. the guard with another agent afterwards. But that doesn't work. The shield is showing rebooting in incognito but I can't K.O. the guard because enemy still has full armor. Is that intentional or a bug?

This is a bug. Xu's ability should remove his armor when he removes the firewalls. We'll patch that up

I've noticed a similar behaviour when xu's skill is used on a terminal (like the one to unlock cells in detention center missions), I expected to be able to use it after hacking it but was unable to do so.

Is it working as intended in this case or is it a bug?

His ability shuts down the device, not just the protective security. In some cases the device won't function until it reboots. So in this case, it's a feature
