Issue Title: All cameras already active at start
Issue Description: At start of an mission all cameras in active mode, at end of 1st alert tier there still message about additional cameras, but they works already
Steps to Reproduce: 1.Hack an camera database at 1st alert level
2.See that all cameras is on
