Issue Title: Items found through Anarchy level 5 are only visible to the agent with Anarchy 5

Issue Description: Got Banks level 5 Anarchy to try out the new skills. She knocked out a guard and found some unregistered ammo. With her inventory already full, and Deckard being the one packing the heat anyway, I decided to leave the ammo for him to come pick up since he was headed that way anyway.

When I get there, though, the ammo is gone! Just a silly little pass-card I don't need, Banks took care of that.

Now, not only is this undocumented and unintuitive, but even if this is intended, it can just be gotten around by the rather tedious procedure of having the agent pick up the item (possibly dropping something if they are at capacity) and then drop it on the floor for the next agent.

Please don't make us do tedious work-arouds

Steps to Reproduce: Have anarchy level 5 on an agent.

Loot a guard with said agent, but don't pick up the items.

Other agents may not be able to see all the items when trying to loot the guard later.
