Issue Title: Hacked turret kills guard at first glance

Issue Description: Just had a game where I had hacked a turret, and when a guard walked into the turrets line of sight it shot and killed the guard immediately. The guard only stepped onto one watched tile. There were no agents spotted or anything, guard was not about to do an action.

Are the turrets not supposed to go into overwatch and the guard freeze in their tracks?

Steps to Reproduce: Dunno. First time I've seen this.
