Issue Title: Map generation - Security Room Inaccessible
Issue Description: Not sure if this is a bug or if I just got unlucky with map gen.

Just started a new run and on first mission (Security Dispatch) and was unable to access the security room with the adv. tech safe.

I've found and KO'ed the first two guards but neither of them had a keycard to open the locked doors (Only some credits and one Med Gel).

When I finally located the third guard who *might* have a keycard he turned out to be trapped in the room with the safe behind the very locked door I cant get through...

 

Steps to Reproduce: INVISIBLE, INC. branches/EarlyAccess_Sept16.111107 USER '12420225@steam'

Nah joke aside, that's just some very very unlucky map generation. It's very hard to do procedural map generation correctly, especially with so many features to keep in mind.

You could kill time until the alert level spawns another guard.

 

Except that as far as my experience goes, those guards wont even have credits on them, nevermind a useful keycard
