Issue Title: Agent upgrades not saved when exiting

Issue Description: When saving and exiting immediately after upgrading agents, the upgrades are not saved. The money spent is not lost, but the upgrades must be re-purchased after re-launching the game.

If you exit the current saved game and immediately re-load it (without closing the application), the upgrades are not lost.

Steps to Reproduce: 1) From the Mission Selection screen, select Upgrade Agents (or upgrade after completing a mission).

2) Buy some upgrades for your agents.

3) Select Logout.

4) Select Save and Exit.

5) Exit game and confirm exit.

6) Re-launch game.

7) Continue saved game.

8) From the Mission Selection screen, select Upgrade Agents.

9) Money spent in Step 2 is restored, purchased upgrades are no longer present.
